We costed 14 toilet papers by the only fair measure, cost per 100 sheets, from the pack price and the sheet count. Thin 1-ply Scott 1000 is cheapest at $0.13; comfortable 2-ply store brands and Angel Soft run $0.22 to $0.29; premium Charmin hits $0.57 because its "mega" rolls hold fewer sheets. The roll count on the front is marketing, not value.
